Telescoping white cardboard box with paper label pasted to lid; folded instruction sheet and thirty-five (35) cardstock flash cards; each card has a large print letter or punctuation mark on one side on the front; on the reverse is a large simbraille version of the symbol, an embossed braille version, and a print representation of the symbol in American sign language; the braille symbols are reinforced with a dab of sealer; printed on front, "Copyright 1947/The New York Institute for the Education of the Blind/999 Pelham Parkway, New York City"; on the reverse, "Braille Flash System by Paul C. Mitchell."

From the professional papers of Dr. Ralph Bartley, former Superintendent of the Kansas School for the Blind, Kentucky School for the Blind, and director of educational reseach at APH from 2003 until 2016.

The cards were manufactured at the New York Institute's Edwin Gould Printery, established in 1930.

The inventor, Paul Mitchell (1900-1964), joined the staff of the New York Institute for the Education of the Blind in 1935 and became assistant principal in 1937. A veteran of both wars, he was widely published, and also developed the Mitchell Wire Forms product from APH.
