APH surveyed teachers of the visually impaired in the mid 1990s to identify the needs of visually impaired students in the area of math. The project was headed by Eleanor Pester. Based on the survey and the recommendations of an advisory committee, APH developed prototypes of eight new educational aids, including the Digital Clock Model. A prototype had been constructed in the APH Model Shop by Tom Poppe and field tested by 1996. Initially, the clock was intended to be manufactured and assembled at APH, but in the end, production was moved to vendors overseas. It appeared in the catalog in 2003.
