Hawley became the first chief medical director of the Veterans Administration in 1946 and authorized the establishment of the Blindness Rehabilitation Center at Hines VA Hospital. Kay Gruber, referenced in the inscription, was AFB's Director of War Services and later a key consultant to the Hines Center.
