AAWB formed a committee to study the certification of O&M instructors in July 1966 at their annual meeting in Pittsburgh. That committee unvealed a certification program which was adopted by the AAWB and the AAIB in July 1968. Later that winter, the AAWB President, Howard Hanson, appointed a committee to implement the program. This photograph appears to be from that committee's first meeting on March 24, 1969, at Western Michigan University, although officially the committee only consisted of Malamazian, Hughes, Whitstock, Gary Coker, and chair Stanley Suterko. Wurzburger was listed as a resource person.
