As director of the Rehabilitation Services Administration in HEW, Mary Switzer implemented the overhaul of rehabilitation services for the blind through her Research and Demonstration Program between 1954 and 1970. She vigorously backed orientation and mobility with $5 million in research grants over those years. Dr. Richard Hoover was the father of the long cane travel technique developed at Valley Forge Army General Hospital at the end of WWII.
