Apple succeeded Williams as head of the Blind Rehabilitation Center at Hines VA Hospital. Whitter was Administrator of the Veterans Administration from 1958-68. Whittier is credited with rescuing the BRC at Hines, when doctors within the VA decided to get rid of the Chief of Blind Services. Under pressure from Kay Gruber, Richard Hoover, Father Thomas Carroll, and others, Whittier resolved the situation by promoting Williams to Chief of Blind Services within the VA and placing Apple in Williams' former job at Hines.
